The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) is now accepting Statements of Qualifications (SOQ) for professional services to perform a transit on-to-off passenger count survey, and an on-board origin and destination (O-D) interview survey. OKI, as the Metropolitan Planning Organization (MPO) for the Cincinnati and Northern Kentucky metropolitan area, will serve as the project manager and contract directly with the selected firm resulting from this RFQ.

If the Proposer is a team, the team must be led by a firm that has the managerial and technical resources to communicate and coordinate directly with OKI and manage the work of the entire team. The team lead will function as the “Prime” and will be expected to assist and advise OKI in managing the project.

This RFQ contains detailed submission guidelines and SOQ specifications. 

Submittal: All items requested as part of the RFQ must be completed in their entirety by September 12, 2023, 2 p.m. Failure to do so can result in the submittal being declared unresponsive and will be automatically DISQUALIFIED. OKI must be in receipt of all SOQs by the date identified in Section 2.1.1 at the following address. One (1) original and five (5) copies of the SOQ are required.

The SOQ should be placed in a sealed envelope and clearly marked “TRANSIT ON-BOARD SURVEY – Statement of Qualifications”. Submissions not marked clearly will not be opened. Submissions received after the deadline will not be evaluated. No exceptions.

Interested firms’ questions and inquiries on the specifications of this SOQ shall be submitted in writing via email to Ting Zuo at tzuo@oki.org. Questions will be accepted until date identified in Section 2.1.1. The responses to all questions will be posted on www.oki.org within two (2) business days of receipt.

FAQ

1. What is the available budget for this survey effort?

Please be aware that we are not accepting cost proposals at this time. This is a quality-based selection process.

2. What is the minimal font size for the proposal?

The preferable font size for the proposal is 11 points or larger.

3. Where should the firm and staff members detailed experience be contained in the proposal?

Please incorporate detailed experience of the firm and staff members within Attachment #2.

4. Which systems / routes have reliable APC data?

Both SORTA and TANK have APC data. Data validation or cross-checking is required before using the APC data in the survey.

5. Please provide average weekday ridership and weekday revenue, or vehicle, hours for all routes in each system to be surveyed for this effort.

We currently possess average DAILY ridership by transit operator; however, we don’t have average WEEKDAY ridership nor the ridership statistics by route.

Information on routes and schedules can be found in the service schedules or General Transit Feed Specification datasets (if available) that are published by each transit operator.

6. In trying to provide a full picture of our vast experience and continuity in this realm, both company and staff, I don’t see how we are going to be able to display this within Attachment #2.  Would it be possible to provide text after the attachment?

Yes. You have the option to include additional pages that list the company’s or staff’s project experience relevant to Transit On-Board Surveys in your response to the RFQ.
