Request for Qualifications: Traffic Data Collection
The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) is soliciting Statements of Qualifications for consultant services for traffic data collection.

Question Received: I noticed in the scope that a timeframe is discussed, but there did not appear to be a mention of the anticipated number of locations, nor the distribution of count type or facility type (arterial, freeway, etc.). Do you have this information available?
OKI Response: Consultants are encouraged to submit their qualifications in terms of counting equipment, personnel availability, and expertise of their technicians and engineers. Although the final number of locations and type are subject to negotiation with the selected vendor we anticipate an order of magnitude of 175 to 200 locations. We expect approximately 25% to be freeway and expressway locations, 50% arterials, and 25% collectors. Please be aware that this is a quality-based selection process and responses to this RFQ cannot include cost proposals.
Question Received: If the consultant deems that a freeway or another such location is unsafe for tubes to be placed out to collect the 13 class FHWA classification data, can the consultant propose alternate unobtrusive methodologies for data collection? Such methodologies result in length-based classifications and not full 13 class FHWA. Is that something the Council would accept? If not, does the Council have any other proposed methodologies to collect the requested data in such situations that would be acceptable?
OKI Response: Yes we expect that a variety of counter deployment types will be required depending on roadway conditions. OKI will accept length-based classifications where appropriate.
