The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) is now accepting Statements of Qualifications (SOQ) for professional services to perform; a study to identify and evaluate various mobility options to meet projected travel demands and improve mobility and travel efficiency to jobs at the Cincinnati/Northern Kentucky International Airport (CVG) regional job hub from Cincinnati’s Central Business District, Northern Kentucky’s urban communities and other identified workforce housing locations. OKI, as the Metropolitan Planning Organization (MPO) for the Cincinnati and Northern Kentucky metropolitan area, will serve as the project manager and contract directly with the selected firm resulting from this RFQ.

Interested firms’ questions and inquiries on the specifications of this SOQ shall be submitted in writing via email to Emi Randall at erandall@oki.org. Questions will be accepted until 8/5/26, 5 p.m. EDT & 4 p.m. Central. The responses to all questions will be posted on www.oki.org within (3) business days of receipt.
Submittals
All items requested as part of the RFQ must be completed in their entirety. Failure to do so can result in the submittal being declared unresponsive and will be automatically DISQUALIFIED. OKI must be in receipt of all SOQs by 8/19/26, 12 p.m. EST & 11 a.m. Central at the following address.
One (1) original and six (6) copies of the SOQ are required.

Q: The provided proposal layout does not leave space for a cover letter or resumes. Are we allowed to include supplemental information to further emphasize our qualifications?
A: Any project narrative information (such as opening statements and cover letter) should be included as part of the proposer’s “project narrative” which is limited to 5 pages. Resumes may be included as additional attachments, not to be included in the 5 page limit.
Q: Are wet signatures expected for the original proposal copy?
A: Wet signatures are not expected. Digital/stamped signatures are acceptable.
Q: Do subs need to provide an ODOT overhead rate?
A: No
Q: Are subs expected to complete any form other than providing SBE documentation for Attachment #4?
A: No
Q: What is the anticipated funding budget for this project?
A: The project budget will not be disclosed at this time. As noted in Section 2.1.2, Bids for the cost of the proposed project shall not be a factor in the evaluation of firms until negotiations are begun in accordance with Ohio Revised Code Section 153.691 and KRS 45A.750. Cost proposals must not be part of the submittal. Submittals containing any costs, cost proposals, or any other cost related figures will be rejected. Also, as noted in Section 6.2, Once the selection is made, based upon a ranking process, and all applicants notified of the selection, negotiations may begin to define the scope of work and associated costs that will lead to a contract.
Q: Could you please confirm if pages 28-39 are the only sections required for our submission?
A: Attachments #1 through #8, found on pages 29-39 are provided for the firm to be completed and submitted as required. In addition, the firm should provide a narrative Approach to Project and Management of Sub(s) as detailed in Section 3.1.2. Please see pages 10&11 of the RFQ packet for additional instructions for submission including page limitations on the narrative section.
Q: Are we allowed to include expanded project sheets about the projects we are featuring in Attachment #2? This would be in addition to the form, just so we have a little more space to give more details about the three projects summarized in the form.
A: Any project narrative information (such as opening statements and cover letter) should be included as part of the proposer’s “project narrative” which is limited to 5 pages. Project sheets may be included as additional attachments, not to be included in the 5 page limit as long as they do not contain any statements or references to the CVG Workforce Mobility Study project.
Q: Do you want to share engagement opportunities and reports on an OKI or other existing website, or do you want the consultant team to develop a specific project website?
A: Any project specific website is not needed. The project team will utilize OKI’s website if information needs to be shared publicly.
Q: Does the 2024 onboard transit survey data cover Metro and TANK routes serving CVG and the CVG job hub specifically, or is it systemwide data?
A: The 2024 onboard transit survey data include riders and trips on all bus routes across both Metro and TANK systems. This includes riders on TANK routes serving the CVG job hub as well as riders on Metro routes transferring to/from TANK route serving the CVG job hub.
Q: Will OKI provide an existing list of key employers and stakeholders to interview, or does the consultant need to identify and build that list from scratch?
