Water Quality Program
The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) maintains the Water Quality Management Plan for Butler, Clermont, Hamilton and Warren Counties in southwest Ohio. Water Quality Management Plans are required by Section 208 of the federal Clean Water Act to identify water pollution problems in metropolitan areas and recommend how to address them. By federal law, states cannot issue discharge permits for wastewater treatment facilities that conflict with regional plans. We work with local governments to determine who provides sewer service and the areas in which it will be provided, so that duplication of effort is avoided.

Southwestern Ohio Water Quality Management Plan Update Documents
On September 10, 2020 OKI’s Board of Directors adopted Amendment #45 to the Water Quality Management Plan for Butler, Clermont, Hamilton and Warren Counties. Amendment #45 updates Chapters 4 & 7 of the WQM Plan for the Ohio portion of the OKI region with current information about onsite treatment systems and areas with centralized sewer service and wastewater treatment facilities. Amendments are undertaken periodically to reflect changing circumstances.
