A Scope of Services for Developing an Access Management Plan for the (name of highway) Corridor
INTRODUCTION
The (name of implementing agency) recently widened a (length in feet/miles) section of (name of highway), beginning at (street name) and ending at (street name). The project also included (names of all other highways included in the widening project).
The project corridor is situated (describe the geographic and functional relationship with other arterials/ interstate highways in the vicinity of the project). Existing land use in the corridor is characterized by (describe extent of current development, including general land use types and densities, and major development/subdivision names). Based on recent development trends, it is expected that in the next 10 to 20 years, the corridor will (describe expected development activity and intensity changes).
The purpose of widening (name of highway) was to increase capacity and improve safety. Integrating an access management plan as a follow-up to this widening project can help insure that this new capacity can be preserved over the long term, while at the same time providing necessary vehicular access to new development along (name of highway). Functional integrity and safety of the corridor can be maintained, while the public and private needs for service to adjacent land parcels can be accommodated.
The (name of study sponsor) now desires to develop such an access management plan for the (name of highway) corridor.
GENERAL ACCESS MANAGEMENT PLAN REQUIREMENTS
(Name of consultant) will develop an access management plan which, after adoption by the (name of study sponsor), will provide guidance for future decision-making regarding provision of private access to (name of highway), so that the efficiency and safety of the highway can be maintained. This access management plan will utilize accepted engineering standards to address the frequency and spacing of intersecting streets and private driveways; the location, spacing, and coordination (for progressive two-way traffic flow) of existing and future traffic signals; the location and design of acceleration/deceleration and turning lanes; provision of median barriers, channelization, or other turning movement controls; minimum sight distance requirements; and corner clearance requirements.
PREPARATION OF BASE MAPPING
(Name of consultant) will prepare appropriate reproducible base mapping for the project area, using either aerial photo mylars (spliced together into a mosaic of the corridor) or other reproducible base mapping as may be available and agreed upon by the project sponsor and consultant. Scale of all mapping shall be (specify scale ratio), and area of coverage shall be such as to include all land within (specify a distance) of the centerline of (name of highway).
INVENTORY OF EXISTING ROADWAY AND LAND USE CHARACTERISTICS
(Name of consultant) will provide both a written description and (scale ratio) mapping materials for the following existing roadway and land use characteristics:
- Existing Roadway Characteristics
including number and width of through lanes and location and width of turn lanes on all arterial and collector roadways, location and width or number of lanes for all cross streets and driveways, location of all traffic signals, available right of way, and current traffic volumes within the (name of project corridor)
- Property Lines and Subdivision Names
for all parcels of record located entirely or in part within (specify distance) of the centerline of (name of highway)
Existing Land Use
existing land use for all parcels within (name of project corridor), including a general measure of the size or intensity of the development (number of residential units, square footage of commercial developments, etc.), and specifically including all parking lots and access thereto (except that for single-family and two-family residential uses, location of the driveway access to the highway will be sufficient)
- Zoning
existing zoning for all parcels within (name of project corridor)
IDENTIFICATION OF FUTURE TRENDS
(name of consultant) will identify future trends in land use and transportation within (name of project corridor) and provide both a written description and (scale ratio) mapping materials from an analysis of:
- Community Development Plans
(Name of county/community) comprehensive plans, master plans, and thoroughfare plans
- Planned or Potential Development/Redevelopment Activity
Recently announced development or redevelopment plans within (name of project corridor) which are being considered (either formally or informally) by (name of the relevant zoning authority or planning commission), or for which information is otherwise publicly available, and which have a reasonable likelihood of being implemented in the foreseeable future. Inventory will include (to the extent available) land use type, square footage, number of units, number of parking spaces, and public infrastructure improvements including sanitary sewers and water service.
- Short Range Transportation Plans
The OKI Transportation Improvement Program
Local municipal or county government Capital Improvement Programs
- Public Infrastructure Improvements
(Name of county/community) sewer and water service plan
- Future Vision for the Corridor
The (name of the zoning authority/authorities or planning commission/commissions) future vision for the (name of study corridor)
DEVELOPMENT OF ACCESS MANAGEMENT PLAN ALTERNATIVES
(Name of consultant) will assess inventory materials and will produce both a written description and (scale ratio ) mapping materials for:
- Plan Alternatives
Develop plan alternatives for providing necessary access between the public roadway and all parcels of record in (name of study corridor). The number and range of alternatives to be studied will be as agreed upon by the project sponsor and consultant, either in advance or as the study progresses. Considerations which may affect the number of alternatives to be developed and studied include, but are not limited to, the relative magnitude of developable, or potentially redevelopable, land within the corridor, the number and location of existing and potential signal locations (which can drastically influence the efficiency of traffic flow through the corridor), the use of median barriers or other restrictions to reduce the frequency and distribution of left turns, development of a frontage or service road system, utilization of shared-use driveways or interconnection of adjacent parking lots, potential for consolidation of existing access points as redevelopment occurs over time, and potential for alternative development scenarios for major land parcels adjacent to the roadway.
- Plan Impacts
Describe potential impacts of plan alternatives on the future capacity, safety, and operational efficiency of highways within (name of study corridor). This should include qualitative and, to the extent possible, quantitative assessments of changes in such measures as frequency and severity of accidents, relative ability to achieve progressive flow through traffic signals in both directions at posted speeds and with reasonable signal cycle lengths, resulting vehicular travel time through the corridor, and ease of access to/impacts on adjacent properties affected by the plan.
- Plan Recommendation
Recommend a specific alternative as the best long-term access management plan for the corridor. The central component of the recommended plan shall be a reproducible map of the corridor, on which are shown all of the elements of the plan, including existing and proposed access points; existing and proposed signalized locations; and all other physical, spatial, and operational aspects of the plan, such as proposed medians, channelization, turn prohibitions, driveways to be closed, relocated, or consolidated, turn lanes to be constructed, etc.
PUBLIC INVOLVEMENT ACTIVITIES
(Name of consultant) will conduct public meetings, hearings, and workshops as specified by the (study sponsor) to collect public comment and information needed to prepare the corridor access management plan, and to educate the public about the need for developing the plan. (The study sponsor should specifically indicate here any special outreach/coordination requirements regarding involvement of property owners and others with specific economic or personal interests within the corridor, such as formation of an advisory committee, scheduling of project review meetings at strategic points during the study, or other similar activities).
PREPARATION OF DRAFT AND FINAL REPORTS AND MAPS
(Name of consultant) will provide the (project sponsor) with five copies of a draft report and associated mapping for review and comment. Following satisfactory resolution of any subsequent review comments, (name of consultant) will provide the (project sponsor) with twenty copies of the revised final report and associated mapping (including one set of reproducible originals) documenting the results of the study effort.
